SATS Program Update July 2011 


In light of the number of SATS related activities that have occurred within the last month, we wanted to take this opportunity to provide you with a brief update along with a few links to additional information. 


SATS Service Provision

Now that the necessary Legislative Committees have reviewed both the SATS Medicaid Manual (see links below) and the Medicaid State Plan Amendment (SPA) for pregnant, post-partum women, and adolescents (with ARKids A coverage), we now have approval to begin providing services.  Additional information regarding the provision of SATS services to ARKids B beneficiaries is below.  The effective date for the new SATS Program is retroactive to July 1, 2011.  Please see the link below to the “transmittal letter to providers” for additional information.


Although we’ve received approval from the Centers for Medicare and Medicaid Services (CMS) to add SATS to the ARKids B Waiver, the corresponding policy changes have yet to complete the promulgation process.  Since the proposed changes are currently out for public comment (additional information is available at, we anticipate having them reviewed at the Public Health Committee meeting in August and then at the Rules and Regulations Committee in September.  Once reviewed, we will notify you accordingly.

We will post the official SATS rate schedule on the Medicaid website next week, but in the meantime have pasted the information below for planning purposes.

SATS Provider Workshops

On 6/17 and 6/22, approximately 50 attendees participated in the initial set of SATS Provider Workshops.  Representatives from the Department of Human Services (DHS), in partnership with ValueOptions (VO) and Hewlett Packard (HP), presented regarding the certification standards, available service array and corresponding qualifications, prior authorization process and medical necessity criteria, in addition to provider enrollment and billing information.  Evaluations from both days indicated the participants were very pleased with the overall workshops.

Moving forward, SATS training and technical assistance information will be provided as part of the RSPMI Quarterly Training Schedule.  However, If you are interested in receiving SATS training and technical assistance prior to the next quarterly event, please let us know and we will either provide individual support to your organization or schedule another SATS Provider Workshop depending upon the level of interest. 


Currently, we have 14 providers representing over 80 sites across the State certified to participate in the SATS Program.  If you are interested in becoming a SATS provider and/or need information regarding participating service providers, please let us know.  We are in the process of posting this information on our website     


In conclusion, we would like to thank you for your continued support and participation in these efforts as we work to close the addiction treatment gap in Arkansas.
